Conway’s Law states that organizations which design systems are constrained to produce designs which are copies of the communication structures of these organizations.

Conway concluded that a design effort should be organized according to the need for communication. Because the first design is almost never the best, the system concept may need to change: flexibility of organization is important to effective design.
